Do the customized CDS turrets from Leupold work at any magnification?
Since the VX3 scopes are Second Focal Plane (SFP) scopes, the Boone and Crockett reticle only works at the highest magnification of the scope. But if you have the customized CDS turrets do they work at any magnification?
You have so mixed your apples and oranges.
The two cross hairs are used in conjunction with the zoom to identify the distance. The target turrets are then adjusted to compensate for the distance.

Range finding reticles depend upon the magnification unless they are front focal plane. Turrets and the adjustment of the reticle do not depend upon magnification.

I Have Ordered My Gun and Scope And I would like to order my mounts before before the wait for everything else to arrive.
Not to be a wise guy; but the best thing for you to do is contact the scope manufacturer and ask them what rings to use in order to mount that scope as low as possible above the bore. In your case the company to contact is Leupold, itself.

Any time I have purchased accessories before the gun arrived, I ended-up regretting it.
Be patient and wait for the rifle and scope to arrive. THEN buy the base and rings.
